How can I make a romantic scavenger hunt?

I want to make a romantic scavenger hunt for my fiance. Do you have any tips or ideas on how to go about doing it?

I'm planning to use this to propose to her, so I want it to be PERFECT.

I just don't know the first thing about setting one up...

Can you give me some pointers?
